The introduction of TPD by TSC has caused alot confusion amongst teachers and other skateholders in education sector.
The commission has said that all teachers will be required to renew their certificates every five years. TSC says the Teachers Service Commission Act requires renewal of certificates every five years.
The renewal of professional documents after every five years seems like teachers are working on a five year contract and by renewal of certificate “TSC contract” is rewed because failure to which will lead to lose of salary. And this is what exactly happens in sectors like Law, Medicine and even Engineering where professionals work on contract.
Interestingly, TSC CEO Dr. Macharia has already indicated that they are borrowing from such sectors. The teaching profession, she said, was borrowing the practice from medicine and law where professionals renew certificates regularly.
For example in Kenya Law farms, Employment contracts are regulated under Employment Act 2007. A contract of employment is an agreement and whether expressed or implied, to employ or to serve as a worker for a certain period of time. The employment contract is renewable upon fullfiling the contract requirements like renewal of certificates. It includes a contract of apprenticeship and indentured learnership but does not include a foreign contract of service.
In yet another surprise move, TSC CEO Nancy Macharia jointly with Education CS Mr. George Magoha have reaffirmed that teachers will have to renew the certificates every five years.
This move is a revisit to a similar announcement made earlier during the release of KCPE 2020 results at Knec HQ on Dennis Pritt Road, Nairobi, on April 15.
TSC Boss Nancy Macharia noted that this is a professional development that is intended to run for 30 years within which there are six schedules. Each schedule lasts 5 years. A teacher will therefore be required to pay ksh. 6000 for each schedule.
From the laid down plans, selected universities within the republic have been identified to offer the training to teachers. They include Mount Kenya University, Kenyatta University, Kenya Education Management Institute and Riara.
The announcement came on 21St September, 2021 after a meeting where the same was discussed. The rolled out of refresher courses targets the 340,000 tutors across the country, TSC Boss says she is intending to professionalise teaching profession to the required standards to match other major ones like Law, Medicine and Engineering. What was however not clear is whether or not this upgrade will affect the teachers salaries to match the said careers.
