Teachers and civil servants have a reason to smile because they are among the biggest winners in President Kenyatta’s last budget of 3.31 trillion shillings as he leaves office next year.

This is after the ministry of treasury and National planning made Proposals that will culminate in salary rises in the next financial year.

TSC will receive an extra 15 billion shillings for the 2022/23 financial year, with sources saying the additional money is for a pay rise and hiring of new teachers.

Civil servants will also get a salary increment as the National Treasury has allocated an extra Sh70.8 billion to ministries for recurrent expenditure, including the annual pay rise.

Treasury Cabinet Secretary Ukur Yatani has allocated an additional Sh14.9 billion to the TSC, whose budget has risen to 296.6 shillings billion from 281.7 billion this year.

According to the member of the National Assembly Education Committee, the additional funding “is to appease teachers who are unhappy and that the government would want to do something about it on an election year:”

This year, TSC, citing hard economic times, offered unions a non-monetary 2021-2025 collective bargaining agreement (CBA), which teachers have protested.

The Salaries and Remuneration Commission (SRC), which announced a two-year freeze on civil servants’ pay rise in July, have explained that the extra money factored in the ministries’ budgets is for the annual salary increments.

The salary boom has been announced when it is least expected after the Teacher Union signed a non-monetary 2021-2025 CBA which angered many teachers across the country. It is important to note that this budget is subjected to parliament.

The CBA was signed between the Commission and the three union, Kenya National Union of Teachers, KNUT, Kenya Union of Post Primary Education Teachers, KUPPET, and the Kenya Union of Special Needs, KUSNET, in July 13th 2021.

Currently, Chief Principal who heads institutions in National and extra county schools with over 1000 is the highest-paid teacher. They fall under Grade D5. The lowest-paid principals take home 131,380 shillings while the highest earner in this group pockets 157,656 shillings.

The lowest earner teachers are those under Grade B5, T-Scale 5, and teaching primary school. These teachers take home between 21,756 and 27,195 shillings.
