New Guidelines TSC Will be Following When Transferring Teachers

TSC Transfer of Service: For years now, the transfer of teachers has been the bane of bad blood between teachers and their employers. But now, teachers being transferred to new work stations will be subjected to a new set of rules. This follows review of the transfer guidelines by the Teachers Service Commission (TSC).

According to TSC Chief Executive Officer Nancy Macharia whose term was renewed for a second term last year, the commission has adopted a new method of evaluating the transfer cases before they are executed.

Henceforth, the commission will be vetting each teacher’s case to ascertain their employment status before effecting transfers. These new guidelines are intended to ensure that all relevant factors are considered before any transfer is done.

Previously, teachers who were being transferred had to report to their new stations before making appeals.

“In December, 2018, the commission transferred 3,094 teachers but only 360 appealed against the transfers. The appeals were considered and appropriate determinations made expeditiously based on the terms and conditions of service,” Mrs. Macharia told the National Assembly’s Education Committee last year.

At the same time, teachers with medical complications and old age will now be exempted from transfers. This includes teachers above the age of 56 years.

Previously, the Kenya National Union of Teachers (Knut) and Kenya Union of Post Primary Education Teachers (Kuppet) have opposed the transfer of teachers outside their home counties.

Currently, the TSC is planning the mass transfer of headteachers and deputy head teachers. The most affected will be those who have stayed in one location for nine years. Deputy head teachers and deputy principals who have served in the same institution for over six years will also be transferred. TSC Transfer of Service.
